Osvalds Pugovičs obtained a Doctor of Chemistry (Dr.chem.) degree from the University of Latvia in 1998. He has been working at the Latvian Institute of Organic Synthesis (LIOS) since 1986.
- From 1996 to 2004 – head of the Biological Active Compounds Laboratory at LIOS.
- From 2004 to 2015 – Deputy Director of the Latvian Institute of Organic Synthesis.
- From 2015 to 2022 – Director of the Latvian Institute of Organic Synthesis.
- From October 18, 2022 – Deputy Director at Latvian Institute of Organic Synthesis.
