On November 18, 2023, Dr. Chem. Osvalds Pugovičs, the longtime Director of the Latvian Institute of Organic Synthesis, was honored with the Order of the Three Stars and appointed as an Officer of the Order of the Three Stars.
This recognition reflects Osvalds Pugovičs active involvement in advancing the fields of chemistry and the pharmaceutical industry. His exceptional organizational efforts have significantly contributed to the growth of the institute and Latvia’s integration into the European and global research landscape. Furthermore, he has made substantial contributions to shaping research policy both in Latvia and the European Union. Dr. Pugovičs has played a pivotal role in initiating and developing research in bioanalytical chemistry in Latvia.
In accordance with the decision by the President of Latvia, Edgars Rinkevičs, and the Order Chapter, the highest Latvian State awards were presented to 33 people whose honest, professional and public work, active citizenship, selflessness, courage and patriotism strengthen Latvia and whose contribution to Latvia and its society deserves the highest recognition and honour.
The ceremonial award presentation marked the 105th anniversary of the proclamation of the Republic of Latvia.

The Order of the Three Stars is the highest state decoration in Latvia.
The Order of the Three Stars was established in 1924 in commemoration of the establishment of the independent Latvian state. It was reinstated in the wake of the Soviet occupation in 1994. The motto for the Order of the Three Stars is “Per aspera ad astra” meaning through hardships to the stars.
The Order of the Three Stars is awarded to people for meritorious service on behalf of the Fatherland. These achievements can be related to state, local government, public, cultural, educational, scientific, sports-related or economic activities.
The definition of achievements in this regard refers to outstanding individual accomplishments, to long periods of exemplary and successful activities, and to particular achievements during the period when the independence of Latvia was being restored and strengthened.
