Building a Stronger, More Competitive Europe: The Role of Widening Countries in FP10

In 2028, the next phase of Horizon Europe, the largest European research funding programme, will commence – FP10. In preparation for this and with the goal of ensuring the most productive scientific output across all European countries, LIOS, together with its Alliance4Life partners, has concluded the following:

The so-called “Widening” countries, which face greater challenges in the European research and innovation system, have proven that, with targeted support, they can become significant players in the European research landscape. Our experience shows that long-term investments, international collaboration, and structured development pathways are essential to creating a lasting and meaningful impact in these countries.

However, significant challenges remain for many institutions in Central and Eastern Europe. These structural barriers limit their ability to fully engage in the European research area. As we prepare for the upcoming FP10, it is crucial that the European Union moves away from a one-size-fits-all approach. We believe that a more inclusive, differentiated, and strategically aligned support system is needed, which will not only promote fairness but also help ensure Europe’s competitiveness and resilience on the global stage.

Strengthening life sciences, research talent, and higher education across all regions is not just a matter of fairness, but also a strategically important investment in Europe’s future.
